You can actually become common at universities in Japan?

Super general university program, this year at universities in Japan since World War II to mark the launch of the most ambitious attempts. Education, Culture, Sports, Science and Technology, or MEXT, selected by the Ministry last year - - In this April, 37, from Japan's leading universities in Japan's higher education to try to redefine a new global era.

But what stands to gain from this massive reform in Japan? What would it take to be successful? What are the possibilities and problems? And - depending on its outcome - Japanese universities what might look like a decade from now?

Supporters of the reform envisaged in the newly universities 'global space' where the best talent in Japan and scholars 'outstanding' and students from abroad will help to advance the frontiers of knowledge. 'Super global' universities of Japan's economic revival will create the necessary technology to make a long overdue.
New college graduates - both foreign and Japanese - the 'global workforce' success in a fiercely competitive global market will be crucial. Fluent English speaker, confident communicator and looking out and a resurgent Japan will be represented on the global stage.

This, however, is the focus of national policy makers promoted idyllic. Worryingly, however, rumors of dissent within the leading universities are clearly audible - presumably, to the very institutions that transformation. Why?

Work

One of the main reasons for the Japanese faculty who fear their already heavy workload as a result of the doubling of the current reforms. Previous internationalization programs, such as the 'Global 30' as extra classes in English, to teach foreign students in Japan who know little about them. Many also questioned the potential for significant exchange secretly. Teaching foreign students and visiting scholars urge 'exotic' in Japan hotel had a lot of time on their core research interests are distractions.

And senior faculty indication internationalization 'repeated waves that led to the substantive improvement since 1980. That leads to a lot of previous experience in this case, internationalization 'will tide ebb away again, leaving the academic environment was fundamentally changed.

But this time the world will not go away. Since 1980, 'the market' is to create a truly global academic talent. Globalization is no longer 'in Japan as a number of' entering an awestruck world, but in order to live in a complex and challenging global economic and political survival.
American dominance in places like Singapore and the Gulf states was through massive investment in higher education, for the last few years. And today, the traditional European centers such as China and Germany are rapidly closing. They're adapting to the university curriculum, state-of-the-art research facilities installed, and from institutions to weather the international leading scholars.

If it stays in the world outside Japan, so not all of these things. So far, however, signs of fundamental change are difficult to detect in Japan campus.

International scholars come to Japan?

Let's look at the issue of international faculty.

From a vantage point on the issue of hiring foreign faculty survey will be able to play it. Prime Minister Shins Abe's economic strategy in June 2013, after the speech, Super general university program '1,500 researchers around the world' will require the hiring.

Money taken from the MEXT, a university will be involved, at least tripled their foreign teachers tally. Kyoto University, for example, has pledged to hire 100 foreign faculty members for a period of 10 years; other institutions have declared similar goals.

This means that the space for 'outsiders' to open - either foreign or Japanese with experience abroad. These scholars inevitably their assumptions, and their interests do not coincide with a general union of Japan-trained colleagues. In fact, this is precisely what makes them so valuable.
However, the 'Global 30' record is any guide, 'outsiders' that it will be just one of those - the institutional periphery, largely confined to the outside of the university said that the overall governance. At the time of his leading universities 'international' talent and experience to capitalize on the absence of resources.

Last summer, the final 'Super Generic' MEXT application preparation, the university held a series of strategy meetings. Teachers and administrators are taking part in the 70, only one was a foreigner - and the Japanese representative was unable to attend a colleague.

Without doubt, the success of the whole reform is based on this point: the Japanese faculty who are willing to truly 'international' to take the chance of internationalization. Japan's foreign faculty or overseas-trained English classes, a new curriculum and links to a wide international network. They are the bridge to the outside world.

But not only that: it is also to outsiders, largely invisible core institutional scholars Japan has prepared a whole range of problems and obstacles visible. Without their presence, internationalization 'little-understood, such as Harvard and Oxford university’s copying institutions, but in the world at work in Japan in the context of trying to find ways to bring the foolish efforts.

But also the foreign faculty? Japanese university salaries are not bad, even by international standards, bringing foreign researchers from Japan will require more.
Change the rules

among other things, to attract people, they have to redo much of the wider institutional environment. The rules have become more flexible, and in the Japanese government as well as we have been Ingles’.

And relocation costs of what is often evident in Japan - international schools, home of the country's pension replacement payments, the flight back home to visit someone? Or the challenges facing spouses?

Many spouses, succeed professionally overseas, is not language, sex and other barriers to adequate jobs can be found in Japan. In short, Japan's fresh PhDs salaries and those in developing countries, but it does not already established in their careers at leading global appeal alone.

This is precisely why the other countries in the region - notably China - the universities of foreign talent 'to hire well-paid, they have created a broad government-backed schemes bonus.

In addition to their salaries in compliance with the original organization, the foreign talent 'some schemes JPY48 billion (US $ 395,000) and JPY80 million (US $ 658,000) in research funding and heavy JPY16 billion (US $ 132,000)' lump sum of guarantees for overseas contracts' signing bonus and relocation abroad to cover living expenses.

Many academics are now moving to China as a result of talent, quality of life, although the university was able to low rankings and information restrictions. This is how competitive global higher education 'market' has become.

Therefore, Japan should follow China's path? We doubt it. Well-paid foreign scholars in China will remain peripheral, to the government of their universities. For a truly successful internationalization, foreign scholars are fully integrated. This differential treatment to foreign and Japanese glaringly.

Japan led foreign scholars to deal with the specific difficulties of the universities should be taken into account. But the basic wages and conditions for local and foreign hires must be equitable if not completely uniform.

The problem here, however, is that in terms of academic and Japan have had a steady slide in the last 15 years. In this context, the challenge is not over the top Japanese universities 'global talent' appeal, but a grasp of what they already have. So far, no indication of the 'Super Generic' initiative will be crucial if that problem.

In fact, to tell you how to feel close to those of the current reform of the application of high-quality 'international' are looking for the new positions. In this sense, Japan is exactly what it pays.

Japan will flock to overseas talented researchers believe is a quaint fantasy, one that dominates the thinking, but the core of education and policy-making establishment. But to make the most of the world beyond Japan, this country is no longer a global player, but the steady decline of the aging of society, the international scientific community adheres to the edges. This perception must be overcome.

Looking ahead: April 2025

April 2025 was the most compelling of the three possible scenarios.

First and foremost, the success of the internationalization. Improved 'Super Generic' companies is possible to attract scholars and researchers to adhere to the conditions - both foreign and Japanese - into the life of their organizations, while fully integrating foreigners.

Working closely with Japanese colleagues - gives them a much greater chance to be active in the international arena - overseas experience design researchers at universities in Japan to support the reforms that are necessary to effectively engage with the outside world.

Talented foreign students to come to Japan have recognized names in their respective fields, attracted by its quality courses. Singapore aggressive move outflanks Japan, China and the Gulf states financial incentives to its already strong research base and better quality of life through a combination.

As a result, the recent international universities outside of Japan for the youth of tomorrow's global direction and became the driving force of Japan's economic and social renewal. At this time it is a great potential.

The second stage is the failure of their policies. Universities absorb a massive influx of funds to ministries, while resisting substantive reform. Already 'Super Generic' As we have seen in the university, faculty councils, for fear of the consequences of the damage, their plans to hire more foreign faculty will be quietly shelved. In order to comply with the bureaucrats of the money earmarked by MEXT skillful writing toward the existing institutional priorities. A few international programs to survive, especially in the teaching of foreign faculty - but a lot expires.

And so, the World War II Japanese universities will die a slow death in the most ambitious attempt to decay shiny glossy brochures 'global' costume intended to represent the campus.

The third scenario is 'to Denim' is. Unfortunately, based on our 10 years of combined experience in leading national universities, four in Japan, which looks likely. Their artificial island in Nagasaki Bay on the Dutch Like Edo period, foreigners present, but to a large extent, the Japanese academic life will be quarantined.

Ingles courses will be taught, written curricula, selection and foreign exchange management, and so on. A foreign exchange student, virtually sealing a peripheral world live from the core of the organization. The Japanese study, a significant contribution to the reform of the university or Japan will have hardly left with positive impressions. They live in Japan, but the world they live in, not Japanese.

Global space and the Japanese will be different; No substantive learn from each other will take place and will result in less innovation. Since 1980, the core of the university as the status quo will persist, unless they contribute to the renewal of Japanese society. Knowing all this, the majority of the leading foreign experts are excluded.

To determine the fate of the internationalization of Japanese society, a university or a first-class upgrade or a downgrade in the next decade, the heads of tertiary very crucial as it will be.

When it comes to the current schools' students for their college entrance ceremony in 2025, which will be included in the institutions they attend? The answer to that question is the key to the future of Japanese society as a whole may contain.
